  21. Bahut bekar paper banaya in Hppsc walo ne. Kitne budde log hongay ye? Baki papers ka standard itna uth gya, pura paradigm shift aa gya understanding mein and ye log abhi bhi wohi ratte marne wale question puuch rahe. Iss paper ko pass karne wale log karengay society ki problems solve? No wonder then that bureaucrats already in system are so incapable.
